NYC Local Law 11 of 1998 is a law requiring the inspection of the facades of the buildings six stories and higher, including the basement. Inspection performed by a licensed design professional (Register Architect or Professional Engineer), known as QEWI (Qualified Exterior Wall Inspector) to perform a critical examination of the exterior of a building and all parts thereof to determine whether the exterior facades and the appurtenances thereto are either safe, unsafe, or safe with a repair and maintenance program (SWARMP) and whether, in the judgment of QEWI, they require remedial work. New York City Department of Buildings (DOB) requires filing of Local Law -11/98 inspection reports on a periodic basis (Five year Cycles). It is important for a building owner to have the exterior façade and necessary appurtenances of his building inspected by a QEWI on a timely basis and file a report of building facade condition within the defined window of time for each cycle.
